I don't really know much about the Savage 99 action, but feeding some hand loaded dummy rounds (.250) through my old takedown 99, the bullets never even touch the ramp, they feed right into the extractor and the bolt pushes them almost straight into the chamber. Which makes me wonder if there might be something wrong in the magazine of yours.
